On 15 October Maxima Legal hosted the second seminar in this series at its office in St. Petersburg. The event was moderated by Natalia Zelentsova, Head of the Private Wealth Practice.

One of the speakers was Elena Antonova, a notary who has joined the Maxima Legal inheritance planning team. She described the pluses and minuses of inheritance according to the law and inheritance by will, and also about the aims and instruments of inheritance planning. Other matters discussed at the seminar included the possible mechanisms for assigning property to heirs and the particulars of inheriting securities abroad.

The international conference, entitled ‘Developing Markets 2015: Prospects of Development of Business and the State’, was held at the St. Petersburg State University Higher School of Management from 15 to 17 October.

The first day of the conference was devoted, in particular, to the subject of state-private partnerships. Vladimir Kilinkarov, Head of Maxima Legal’s Public-Private Partnership Department, spoke at a round-table discussion on ‘The Development of State-Private Partnerships in Airports’ and described to delegates, who included foreign specialists from the UNECE, representatives of authorities in CIS countries and colleagues from European universities, his experience in devising a Model Law ‘On Public-Private Partnerships’ for CIS member states, approved by the CIS Inter-Parliamentary Assembly on 28 November 2014, and its value for the development of legislation concerning state-private partnerships in Russia and other countries in the Commonwealth.

On 14 October Pavilion No.7 at the Lenexpo Exhibition Complex was the venue for a construction conference organized by the ‘Delovoy Peterburg’ newspaper. The delegates, leading players in the construction market, met to discuss the current situation in the industry, exchange opinions and predict how events might develop. The conference consisted of four sections, at each of which topical matters in the real estate field were raised. At the end of the conference the editor-in-chief of ‘Delovoy Peterburg’ announced the results of a rating of construction companies, published in the newspaper on 14 October.

Evgeniy Druzhinin, Head of Maxima Legal’s Real Estate and Construction Department, spoke in the first section concerning the cooperation of monopolists, in which he used the example of ‘Lenenergo’ to describe the problems of regulating the activity of network organizations: their system of financing, ‘narrow’ places in their system of regulation and also tendencies of enforcement.
