On 11 November a working breakfast on the subject ‘Unformatted Formats as Part of the City’s Environment: Art Clusters, Lofts, Co-working Spaces’ was held at the ‘Benua 1890’ creative space. Maxima Legal acted as legal partner for the event, and Evgeniy Druzhinin, Head of the Real Estate and Construction Department, moderated the discussion along with Alyona Murgina, Marketing and PR Director of the Plaza Lotus Group.

There was a discussion on non-standard formats of commercial real estate: for example, the ‘Tkachi’ creative space, Loft Project Etagi and the Yarky Hostel and Space, among others.

An international scientific-practical conference on ‘Legal Regulation of Exploitation of the Environment: the Search for a Balance between Private and Public Interests’ was organized jointly by Maxima Legal and Gazprom Neft at St. Petersburg State University.

Elena Kilinkarova, Candidate of Juridical Science, Assistant Professor of State and Administrative Law in the Law Faculty of St. Petersburg State University and Head of Maxima Legal’s Tax Law Department, spoke at the round-table discussion ‘Taxation of Natural Resource Extraction Companies: Realities of Judicial Practice’ on the subject ‘Problems of the Exaction of a Taxpayer’s Tax Liabilities from Interdependent Persons’.

Disagreements have arisen between the parties in the largest State-Private Partnership project in St. Petersburg – the new terminal at Pulkovo Airport – concerning the formula for calculating concessional payments in favour of the city.
Vladimir Kilinkarov, Head of Maxima Legal’s Public-Private Partnership Department, commented on the dispute in ‘Delovoy Peterburg’.

We should like to point out that there are inaccuracies in the wording of Vladimir’s comment in the article. The comment should read: “As far as I remember, the main concessional agreement between the city, Northern Capital Gateway and Pulkovo was in accordance with Russian law. And according to Russian law it is perfectly acceptable that if it is not directly stated in the agreement by the parties that a royalty (concessional payment) from income should be calculated specifically from the clear profit, then by income should be understood the proceeds of the enterprise. So the city authorities as the public partner appear to be entirely in the right in this dispute, and this decision will not in itself, I would suggest, have an adverse effect on the popularity of State-Public Partnership projects in the city”.

Around ten industrial parks are currently being developed in St. Petersburg and the Leningrad Region. In the period from 2013 to 2015 there was a 50% increase in the number of such parks in the Russian Federation.

Evgeniy Druzhinin, Head of Maxima Legal’s Real Estate and Construction Department, commented on the legal aspects of the development of industrial parks in the Russian Federation from 2013 to the present.

The Administration of the Kirov District of the Leningrad Region discovered that 21 hectares of forest that is federal property had been illegally cleared and six blocks of the Sinyavinskaya poultry factory had been built on the land. In August Alexander Drozdenko applied to the Russian Federal Government for the transfer of the cleared territory to the category of agricultural land to be retrospectively agreed.
