The Law ‘On the Participation of St. Petersburg in State-Private Partnerships’ has been in operation since the end of 2006. The new Federal Law ‘On State-Private Partnerships, Municipal-Private Partnerships...’ (224-Ф3) which is coming into force may complicate the implementation of agreements on state-private partnerships already signed by St. Petersburg (the Western High-Speed Diameter, Pulkovo, etc.).
Vladimir Kilinkarov, a Maxima Legal partner and Head of the Public-Private Partnership Department, gave his opinion on the possible legal consequences of the new law for state-private partnerships in St. Petersburg.

In the current situation of the rotation of lessees the owners of shopping centres and retailers use various schemes for maintaining the level of vacancies. Some make concessions and offer discounts in order to retain lessees, while others are obliged to seek new ways of attracting clients.
One of the possible solutions for a lessee may be to move to a different shopping centre. Evgeniy Druzhinin, Head of Maxima Legal’s Real Estate and Construction Department, told the newspaper what faces lessees in that situation.
