On 2 April the “Construction Weekly” newspaper, in conjunction with the Russian Auction House and the Megapolis XXI Group of Companies, held a public discussion on the investment climate in St. Petersburg. The representatives of the authorities who spoke at the conference were Anatoly Kotov and Elena Ulyanova, who has been reappointed Chair of the St. Petersburg Economic Policy and Strategic Planning Committee. They held an open dialogue with investors on possible improvements in the development market.

Evgeniy Druzhinin, Head of Maxima Legal’s Real Estate and Construction Department, spoke on the subject of cooperation between business and the state in the field of investment in construction. His paper described the system of state regulation, ways of improving and simplifying it, prospects for changes in legislation and the mechanics of state support in the investment-construction industry.

On 8 April “The Legal 500 Europe, Middle East & Africa (EMEA)” Directory published the results of its study of the Russian legal market for 2015. Maxima Legal occupied a commendable position in the list of the most successful law firms in Russia in the “Public-Private Partnership” field. Vladimir Kilinkarov, a partner in Maxima Legal and Head of the International Project Group, received an individual commendation as the leading specialist in Russia in this particular field.

“The Legal 500”, the leading international directory of law firms, has been researching the legal market in over 100 countries since 1987. Its ranking system is based on various branches of law: legal disputes, antimonopoly law, employment law, corporate law, banking and financial law, marine and transport law, energy and natural resources, intellectual property, real estate and taxation. The directory’s ratings and commendations are based on independent research and surveys of law firms, as well as the opinions of the firms’ clients and competitors.

Maxima Legal is developing its collaboration with the Russian Association of Wind Power Industry (RAWI). As part of this collaboration Vladimir Kilinkarov, a partner in Maxima Legal, and Evgeniy Druzhinin, Head of the company’s Real Estate and Construction Department, took part in the annual RAWI National Conference in Moscow on 27 March. The theme of the conference was “Renewable Energy Sources as a Highly Effective Instrument of Energy Supply on the Retail Market, Isolated Territories and Facilities. Launch of the Retail Market in Renewable Energy Sources and Problems of the Wholesale Market”.

Evgeniy Druzhinin read a paper entitled “Regulation of the Use of Renewal Energy Sources on the Retail Market, Isolated Territories and Facilities: Existing Regulations, Principal Problems and Suggestions”. During his speech he defined the current state of legal regulation in the industry and outlined the main ways of improving legislation in the field of renewable electric power.

Newspaper "Delovoy Peterburg" has published results of a large scale research called Saint-Petersburg Legal Market Map.

This review combined the major legal firms and information on their 2015 proceeds percentage ratio. Maxima Legal was represented with "blue portfolio" which implies that non-litigation practices (corporate law, real estate and construction, M&A, commercial operations support, tax law, bank law, PPP, IT and data protection law) prevail.

The date when the research results were published was occasioned with the issuance of the fourth seasonal lawyers rating of Delovoy Peterbsurg - Lawyer of the Season Winter 2014/15. Vladimir Kilinkarov, a Maxima Legal partner was ranked third for presenting his draft model law On Public Private Partnership for the CIS Member states.

 

Evgeniy Druzhinin, the head of real estate and construction, commented on the current Russian self-regulation system in the sphere of construction in the connection to the X All Russia Convention of the Self-Regulating Organizations in the Sphere of Construction held in Moscow.
