On 22 March, Counsel from Maxima Legal, Elena Kilinkarova, took part in and gave a presentation at the VI International Scientific Conference ‘International taxation: current questions of theory and practice’. The conference took place in Moscow at the Financial University with the support of the International Bureau of Fiscal Documentation (IBFD) and the Russian branch of the International Tax Association (Ros-IFA). Elena Kilinkarova’s presentation was on the implementation of a plan for BEPS in the context of a multi-lateral treaty that was published in November 2016, which can be used to make amendments to the provisions of bilateral treaties on the avoidance of double taxation.

Among the speakers at the conference there was the deputy director of the Russian Federal Tax Service, A.L. Overchuk, deputy manager of the Controlling department of the Federal Tax Service K.V. Novoselov, Academic Chairman of the IBFD Professor Pasquale Piston, member of the Executive Board of IBFD and Director of Amsterdam Centre for Taxation at the University of Amsterdam, Professor Victor van Kommer, as well as other leading Russian practitioners and academics – specialists in the field of international taxation.

Counsel from Maxima Legal, Elena Kilinkarova, was a co-author of a report on the legal regulation in Russia of the tax residency of companies, including on the recognition of international companies as tax resident in Russia.  The national report was prepared for the annual congress of the European Association of Tax Law Professors which will take place in July 2017.  The text of the report can be viewed on the following link.

On 4 April 2017, the continued professional development courses from the School of Tax Attorneys at the St Petersburg State University will resume. Counsel from Maxima Legal, Elena Kilinkarova, will take part in the courses as a teacher and in April 2017 will give a lecture on the issue of anti-offshore provisions in tax legislation. On 16 March 2017, Counsel from Maxima Legal, Elena Kilinkarova, gave a presentation during a discussion titled ‘Russian Tax Policy and the Labour Market’ at the St Petersburg International Labour Forum. Participants discussed the main problems with the implementation of tax policies in Russia, their improvement and effect on the labour market.

The organisers of the Forum were the Regional Government of St Petersburg, the St Petersburg State University and company ExpoForum-International, with the support of the Russian Ministry for Work and Social Security.
