Vladimir Kilinkarov

Vladimir graduated with Honours from the Law Faculty of St. Petersburg State University and then continued his education further graduating with Honours from the Philological Faculty of St. Petersburg State University specialising as ‘Translator in the Field of Professional Communications’.

Vladimir completed several internships in the UK. 

He has substantial practical experience in the following fields:

  • public-private partnerships (PPP);
  • international investment, international projects;
  • foreign economic activity, commercial contracts;
  • corporate law, M&A;
  • intellectual property;
  • information law, media, protection of business reputation;
  • litigation, arbitration.

Vladimir is actively engaged in social science and teaches at the Law Faculty of St. Petersburg State University, where he has devised and runs extracurricular and post-graduate programmes on foreign economic activity and public-private partnerships in infrastructure. 

Since October 2012, Vladimir has been the acting secretary and an active member of the working group preparing a Model Law ‘On Public-Private Partnerships’ for CIS member states (a joint project between the Inter-Parliamentary Assembly of the Commonwealth of Independent States and the European Bank for Reconstruction and Development).

Since April 2014, Vladimir has been an invited expert of the European Bank for Reconstruction and Development, consulting the bank on the project to prepare a model law (approved at a session of the CIS IPA on 28 November 2014).

Vladimir is a regular delegate at international, national and regional theoretical and practical conferences and round-table discussions.

He is the author of more than a dozen articles, theoretical-practical commentaries and monographs on the problems of public-private partnerships, protection of business reputation and other problems of commercial law.

He is a fluent English speaker.
