Vladimir Kilinkarov acted as a PPP expert during the discussion Transport Infrastructure of Saint Petersburg and the Leningrad Region
On 19 November 2014 a conference called Transport Infrastructure of Saint Petersburg and the Leningrad Region was held in Saint Petersburg upon the initiative of the World Trade Center of Saint Petersburg and Autonomous Nonprofit Organisation Board on Development of the Transport System of Saint Petersburg and the Leningrad Region.
The event became a forum for discussion of topical issues related to the development of the transport system in Saint Petersburg and the Leningrad Region, and gathered together representatives of the Ministry of Transport of the Russian Federation, the Government of Saint Petersburg and the Leningrad Region, professional associations and major companies.
The key areas of development of the regional transport infrastructure were the topics of panel discussions and working sessions. Specifically, there were considered such aspects as prospects of transport connections developments up to 2020; development of the metropolitan area and integrated development; public transport innovations, ways to perfect its structure and intellectual approach to traffic stream management and many other vital aspects of the road and transport sphere.
Vladimir Kilinkarov, a partner and the head of PPP at Maxima Legal, shared his views to legal challenges related to the PPP development in the sphere of transport infrastructure and to the ways to address them and told participants of the section about the CIS Model Law On Public Private Partnership of 28 November 2014 approved by the CIS Interparliamentary Assembly and its impact on the regulatory environment and PPP implementation practice in the CIS.
