Vladimir Kilinkarov acts as an expert at the III Annual Conference “PPP in Russia – 2013”
On December 6th Vladimir Kilinkarov, partner and head of PPP practice at Maxima Legal, attended the III Annual Conference “PPP in Russia – 2013”.
The event, organized by the London-based company “Russian Business Forum”, was based around the discussion of prevailing questions within the practice of PPP. These questions related to the implementation of large-scale infrastructure projects in different spheres of social life.
For the third year running, representatives of the involved state structures, private businesses and financial corporations met in the capital. They assembled in order to underline the results of communal work on the implementation of PPP projects during the last period and to coordinate state politics in this area.
As head of the Working Group responsible for drafting a model act regulating public-private partnership for CIS member states, Vladimir Kilinkarov took an active part in a discussion related to the legal regulation of PPP in Russia. Together with the Agency of regional development of the Kaluga region, the St. Petersburg State University, MGIMO and Clifford Chance, Vladimir and his colleagues discussed the existing legal barriers in developing PPP practices in our country.
Vladimir also made a report in the discussion panel “Problems with financial provision and fundraising from banking institutions”. It focused on the guarantees given to financial organizations and the increase of investment opportunities of PPP infrastructure projects. The role of the financial institutions in solving social problems was discussed by top management representatives of the major Russian and International Banks including Vneshekonombank, European bank of reconstruction and development, Gazprombank, Sperbank, Eurasian bank of development and others.
The organizers of the Conference paid particular attention to the research of the key trend in the development of the national PPP institute - the growth in the number of regional projects. The interest of the regional administrations in improving the living standards of the population, by cooperation of state and business, is reflected in the politics of Russian regions. These politics are directed towards the improvement of the local investment climate. This trend is demonstrated in the attempt of regional administration to adapt their current legislation concerning PPP to meet the developing Federal law “On the basics of PPP in the Russian Federation” and the generally accepted international standards and the best foreign practices in this field.
