Vladimir Kilinkarov leads the visit of the working group for the preparation of a CIS model PPP act to London
The Working Group responsible for drafting a model act regulating public-private partnership for CIS member states, headed by Vladimir Kilinkarov, one of Maxima Legal partners (PhD, Team Executive Secretary), spent a week in the capital of the United Kingdom. The purpose of the visit was to study the British experience in the legal regulation of PPPs / PFIs (Public-Private Partnership / Private-Financial Initiative), mechanisms and models employed in the implementation of PPP projects, as well as specific expertise in structuring such projects.
Vladimir Kilinkarov, Elena Kilinkarova and other members of the Working Group met with UK's leading experts and organisations in the field of PPP, including public authorities, state-controlled companies, development institutions, law firms, and educational institutions, namely Infrastructure UK (Her Majesty Treasury), UK Trade and Investment, Local Partnerships, Pinsent Masons LLP, Stephenson Harwood LLP, PPP Experts, University of London and the Institute of Advanced Legal Studies.

It's worth mentioning that it was Britain where the concept of public-private partnership first emerged in the modern form in in the early 90s of the last century. This was due to the introduction of a new model for managing public property, a private financial initiative. Later the idea of PPP has spread to Europe, the United States, Australia, Canada and other countries. Over 20 years, PPP has proved itself as an effective mechanism for the interaction between the government and a private enterprise in the context of implementing major investment programs and projects for the public benefit in fields such as education, health, road building, nature management, public utilities, public transport, agriculture, forestry and electricity.
