Vladimir Kilinkarov took part in drafting of the federal law "On Fundamentals of PPP in Russia"

Vladimir Kilinkarov, a partner and the head of PPP practice, initiated entering several amendments to draft federal law "On Fundamentals of PPP in Russia" prepared upon request of the Property Committee of the State Duma of the Russian Federation on behalf of the Working Group involved in the elaboration of the model law "On Public Private Partnership" for the CIS member states.

On one hand these amendments aim to expand the scope of the future federal law by permitting to structure more projects in the sphere of public interest using the PPP model, and on the other hand they focus on the liberalization of the proposed regulatory environment and reflecting the existing international standards and best world practices in the area of public private partnership, explored by the said Working Group in course of large-scale study of foreign experience and drafting similar Model Law for the CIS member states.
