RusRealExpo 2013: Maxima Legal held a roundtable discussion on the problems of PPP in Russia.


On 2 October, 2013 in Crocus Expo as a part of the International Exhibition Forum of real estate market, investment and development projects in the Russian Federation RUSREALEXPO’13 there was a roundtable discussion on the Legal regulation of public-private partnerships in Russia: in search of universal solution for infrastructure projects, organized by Maxima Legal with support of National Association of Designers.

The list of key participants of the roundtable included:

  • Vladimir Kilinkarov (moderator) - partner, head of PPP Practice, Maxima Legal, executive secretary of the Working group for drafting of the Model CIS law “On public-private partnership”;
  • Evgeny Druzhinin – head of real estate and construction practice, Maxima Legal;
  • Maxim Chernigovskiy - High-Speed Rail Lines, JSC;
  • Dmitry Ivanov - Department of Transport and Road Infrastructure Development of Moscow as well as
  • Raymond Fadel – manager of AECOM Russia and
  • Jamie Johnston – director of Bryden Wood (UK) as special guests.

The participants discussed the essential requirements and global trends in PPP structuring and the potential of PPPs in Russia, shared their opinions on key challenges in legal regulation and practice of implementation of PPP projects in Russia and Europe, why PPPs were not efficient enough, what were those problems faced by public and private partners as well as financial institutes and other parties in course of structuring and implementation of PPP projects.
