Saint Petersburg PPP Development Prospects Will Be Discussed at MIPIM

On 12 March 2014 under the aegis of MIPIM, the world largest real estate and investment exhibition forum, there will be a discussion on the following topic:
PPP is a viable territory development mechanism:  experience and potential of Saint Petersburg.

Nowadays public private partnership in Russia is recognised as the most efficient way of cooperation between authorities and business in the sphere of the implementation of large-scale investment projects.  

In 2014 PPP gets to a totally new level in Russia: the State Duma will soon adopt the Uniform Federal Law "On the basics of PPP in the Russian Federation" which is to establish legal framework for the business process that already moves in some Russian regions.   

Saint Petersburg is their acknowledged leader as it was the first constituent territory of the Russian Federation which adopted special public private partnership law in 2006.   It was the "Northern Capital" where the first large Russian PPP projects started to be implemented including: construction and operation of Western High-Speed Diameter motorway, Pulkovo airport development, building of garbage recycling plant in Levashovo, schools and kindergartens in Slavyanka residential area, etc.   

Experience of using public private partnership scheme in course of the implementation of other projects will be analysed by experts during the forthcoming discussion arranged by the Saint Petersburg Investment and Strategic Projects Committee in cooperation with Maxima Legal.   

Among principle questions brought up to discussion:

  • experience and potential of Saint Petersburg in the sphere of the implementation of major PPP investment projects;  
  • achievements and challenges of the implementation of PPP projects in Saint Petersburg;
  • pitfalls and successful cooperation between business and authorities when complex issues are solved;
  • world best practices, advantages and problems of application of PPP for city infrastructure development.  

Discussion moderator -  Vladimir Kilinkarov, PhD in law, partner, head of public private partnership practice of Maxima Legal; executive secretary of the working group of the Law Faculty of the Saint Petersburg State University on drafting Model Public Private Partnership Law for the CIS member states (on request of the CIS Inter-Parliamentary Assembly); sponsor of amendments to the Federal Law "On PPP Fundamentals in the Russian Federation"

The event will take place on 12 March at 1:00 p.m. at Saint Petersburg stand (R 33/ Riveira Hall of the Festival Palace).  

The event is intended for top managers, heads of field-specific subdivisions, legal departments of companies interested in the participation in PPP projects, representatives of relevant federal bodies, Russian region authorities interested in the development of infrastructure involving PPP, mass media personnel.
