Maxima Legal LLC takes active part in promotion of PPP in Russia

From the very beginning of this year Maxima Legal which is a new brand name for Maxima Consulting & Law LLC has taken the most active part in development of PPP (public-private partnerships) regulation in Russia and CIS.

Vladimir Kilinkarov, PhD, which is a partner and head of PPP practice in Maxima Legal notes that both federal and regional governments in Russia has recently started analyzing PPP structures as a good opportunity to draw new investments into the Russian economy and a chance to breathe new life in all sorts of infrastructure attracting not only financial support but also vital expertise and know-how, that is to say those technologies that can move our economy forward for the next 10 years. ‘And considering this we shall focus attention of our public authorities on those regulation problems both investors and their public customers constantly face on this road’ – says Vladimir, - ‘those problems are huge like lack of regulation and guarantees for both private and public partners, very limited selection of options for PPP structuring etc. and we personally do our best to illuminate all this barriers for the parliament’.

It shall be mentioned that Vladimir Kilinkarov and Elena Kilinkarova are one of the most active participants of the working group for drafting of the Model law on PPP for CIS countries, they wrote more than a half of the model law provisions. Vladimir has recently been elected as a member of the Legislative Committee of the National Association of Construction Designers, he is also a member of the working groups for PPP regulation in both Leningrad regional government and SPIBA. Vladimir is an author of extensive amendments to both federal and Leningrad regional draft laws on PPP and respected as one of the leading national specialists in modern PPP law.

On 04 and 10 June, 2013 Vladimir participated and spoke at the parliament hearings on the draft federal law on the basics of PPP in Russia and attracted a fairly big interest to the problems of this regulation. As a result of successful speech at the Russian Parliament Vladimir was invited to make the same report on 21 June at the St. Petersburg International Economic Forum.
