Recriminalization of Libel
Libel that is dissemination of knowingly false information that discredits honor and dignity or damages reputation of other person has been criminalized again.
Articles 128.1 and 298.1 were added to the Criminal Code of the Russian Federation. They provide sanctions for:
- libel, that is dissemination of knowingly false information that discredit honor and dignity or damage reputation of other person;
- libel in public speach, public demonstration of works or in mass media;
- libel made using one's official position;
- libel that somebody suffers from a disease dangerous for other people and libel of accusing somebody in committing a sexual offence;
- libel of accusing somebody in committing a major or high crime;
- libel in respect of a judge, juror, prosecutor, investigator, inquiry officer, bailiff.
The law currently provides sanctions in the form of penalty of up to 5 million rubles or salary or other revenue of the convict for the period of up to three years or in the form of mandatory community service for the period of up to 480 hours.
