New customs regulation in Russia

The Customs code of Customs Union of Russia, Belarus and Kazakhstan (hereinafter referred to as The Union Customs code) is applied since 1st of July, 1st, 2010. From this moment  the RF Customs code shall not be applied and  regulation of all customs issues shall be provided by the Union Customs code and any regulations made thereunder. At the same time the Union Customs Code contains many reference rules, moving the burden of regulation to the national legislation of the Customs Union member states. That is why the Federal Law no. 311-FZ “On customs regulations in Russian Federation”  dated November, 27, 2010 (Law on customs regulation) was approved.
 
Consisting of 325 articles, divided into 47 chapters this act looks rather  huge . The main part of rules covers such matters as order of payment, return and recovery of customs payments, customs supervision, order of import of goods in Russia and export goods from Russia, order of customs declaring, customs procedure as well as special features of customs operations related to some categories of goods.
