Maxima Legal is pleased to announce the opening of the intake for participants in the new educational programme in the Law Faculty at the St Petersburg State University, ‘Public-Private Partnership in Infrastructure’ which starts on 24 May 2017. The programme is unique in that it focuses on the legal aspects of the preparation and implementation of projects, preparation of concession and PPP agreements. The programme is designed not only for lawyers but is adapted for a wider audience.

The programme is led by leading specialists from St Petersburg in the practice of PPP, including Vladimir Kilinkarov, Partner and Head of the PPP department at Maxima Legal. The lecturers of the programme are involved in research activities and are authors of numerous articles on the problems of PPP as well as leading Commentary on the Law of PPP.

The fourth Infrastructure Congress, titled Russian Week PPP, the most well-known platform in the sphere of public-private partnership in Russia has recently finished in Moscow.  The leading participants in the market of infrastructure projects, consultants and representatives of governmental departments discussed the problems of implementing PPP projects.  Vladimir Kilinkarov, Partner at Maxima Legal, spoke during a roundtable discussion titled ‘Competitive selection and private initiative: typical mistakes and bottlenecks in legislation’, and commented on the main problems in implementing private investors’ concession initiatives in PPP projects.

On 20 April in Moscow was the first ‘Infrastructure Test-drive’ for regional projects.  The event, which took place behind closed doors, was at the InfraClub in partnership with Maxima Legal. The moderator for the discussion was Vladimir Kilinkarov, Partner and Head of the PPP Practice at Maxima Legal.  The participants in the session included Myeditsinskaya Investitsionnaya Gruppa (MIG), GK ‘Platnaya Doroga’, Spectrum and A+S.  Regional projects were presented by Oleg Maiorov (Samara region, regional system for the weight control of transported goods), Igor Smolyagin (Bashkortostan, the Centre for Social and Medical Rehabilitation) and Ilya Prozorov (Smolensk region, medical clinic).  The judges who reviewed and commented on the projects included, in addition to those mentioned above, representatives from the company ‘Leader’, Pervaya Kontsessionnaya Kompaniya, Philips, Nefrosovet, VAMED, Gazprombank, VTB Capital, Sberbank, EABP, FTSPF.

“I cannot help but comment on the exceptional contents of the discussion and the courage of colleagues from the regions – the communication was open and frank – a real stress test. A considerable number of recommendations were made which we hope will help make future projects even better.  It was very pleasant to see respected colleagues discuss specific PPP projects,” commented Vladimir Kilinkarov.

The event was organised with the support of the strategy group ‘Hyperion’ and its Managing Partner, Artur Shcheglov.
