Delovoy Petersburg, a leading business newspaper in St. Petersburg, published results of its tenth jubilee ranking “Lawyer season – summer 2016”. The ranking is compiled on the basis of assessing recent, leading and notable cases. Vladimir Kilinkarov, Partner and Head of the firm’s PPP department, was listed in third place in the ranking with his case regarding the first roadwork concession in Russia, implemented in the form of a private concession initiative in Moscow region. Vladimir shared third place with Oleg Ganushin, Senior Lawyer at Prime Advice SPB, with a case regarding the recovery of insurance indemnity on behalf subsidiary of Sberbank.

Delovoy Petersburg has published a column written by Vladimir Kilinkarov, Partner and Head of the PPP department at Maxima Legal. In the article, Vladimir provides his comments on amendments made by federal law 224-FZ regarding public-private partnerships at a governmental and regional level.

On July 5th, 2016 Vladimir Kilinkarov, partner of Maxima Legal law firm, participated in the Transportaion Systems of Russia forum, organized by the PPP development center in Moscow. Vladimir was among the speakers of the open discussion “Private Concession Initiative in the Transportation Projects”, in which was discussed the first experience of use of the private initiative mechanism in the concession projects, the need for administrative and legislative changes.

Maxima Legal is pleased to announce the opening of the intake for participants in the new educational programme in the Law Faculty at the St Petersburg State University, ‘Public-Private Partnership in Infrastructure’ which starts on 7 November 2016. The programme is unique in that it focuses on the legal aspects of the preparation and implementation of projects, preparation of concession and PPP agreements. The programme is designed not only for lawyers but is adapted for a wider audience.

The programme is led by leading specialists from St Petersburg in the practice of PPP, including Vladimir Kilinkarov, Partner and Head of the PPP department at Maxima Legal. The lecturers of the programme are involved in research activities and are authors of numerous articles on the problems of PPP as well as leading Commentary on the Law of PPP.

On 28 September 2016 the Committee for Investment in St Petersburg, supported by newspaper Stroitelny Yezhenedelnik, organised a strategic meeting on the topic of investment in the development of high-end residential property in St Petersburg up to 2030.  After an introduction from the Committees for Urban Planning and Architecture and Investment, the participants, made up of senior staff of large property developers, designers and consultants took part in a discussion.
 
Konstantin Boitsov, Head of the Property department at Maxima Legal, taking part in the event and commented on the opportunities to use Public-Private Partnerships to support funding for infrastructure required for housing developments.
